No, unfortunately you cannot. A change of vehicle ownership must be done at the traffic department.
If the buyer does not register it on his name within a month/week/whatever the seller can hand in his copy and get the vehicle off his name. Then it is up to the buyer to sort out his licensing afterwards.
You can sue a car dealership for bad service if your vehicle is defective and have problems under warranty that the dealership repair shop is unable to properly repair or replace with a reasonable number of repair attempts or consecutive days.
